From our clients' perspective, steps 1-3 are not as separate as they are from our perspective.
In practice, we appoint a project manager, go to the site, get to know the working conditions and tasks. In the meantime, we prepare several documents that ensure that we speak the same language and understand the same thing when it comes to different terms and processes.
